TOKYO (AP) ? The Japanese government withheld information about the full danger of last year's nuclear disaster from its own people and from the United States, putting U.S.-Japan relations at risk in the first days after the accident, according to an independent report released Tuesday.
The report, compiled from interviews with more than 300 people, delivers a scathing view of how leaders played down the risks of the meltdowns at the Fukushima Dai-ichi nuclear plant that followed a massive March 11 earthquake and tsunami.
The report by the private Rebuild Japan Initiative Foundation also paints a picture of confusion during the days immediately after the accident. It says the U.S. government was frustrated by the scattered information provided by Japan and was skeptical whether it was true.
The U.S. advised Americans to leave an area within 50 miles (80 kilometers) of the plant, far bigger than the 12-mile (20-kilometer) Japanese evacuation area, because of concerns that the accident was worse than Japan was reporting.
The misunderstandings were gradually cleared up after a bilateral committee was set up on March 22 and began regular meetings, according to the 400-page report.
The report, compiled by scholars, lawyers and other experts, credits then-Prime Minister Naoto Kan for ordering Tokyo Electric Power Co., the utility running the plant, not to withdraw its staff and to keep fighting to bring it under control.
TEPCO's president at the time, Masataka Shimizu, called Kan on March 15 and said he wanted to abandon the plant and have all 600 TEPCO staff flee, the report said. That would have allowed the situation to spiral out of control, resulting in a much larger release of radiation.
A group of about 50 workers was eventually able to bring the plant under control.
TEPCO, which declined to take part in the investigation, has denied it planned to abandon Fukushima Dai-ichi. The report notes the denial, but says Kan and other officials had the clear understanding that TEPCO had asked to leave.
But the report criticizes Kan for attempting to micromanage the disaster and for not releasing critical information on radiation leaks, thereby creating widespread distrust of the authorities among Japanese.
Kan's office did not immediately respond to requests for comment on the report.
Kan acknowledged in a recent interview with The Associated Press that the release of information was sometimes slow and at times wrong. He blamed a lack of reliable data at the time and denied the government hid such information from the public.
It will take decades to fully decommission Fukushima Dai-ichi. Although one of the damaged reactor buildings has been repaired, others remain in shambles. A group of journalists, including a reporter from The Associated Press, were given a tour of the plant on Tuesday.
Workers have used tape to mend cracks caused by freezing weather in plastic hoses on temporary equipment installed to cool the hobbled reactors.
"I have to acknowledge that they are still rather fragile," plant chief Takeshi Takahashi said of the safety measures.
The area is still contaminated with radiation, complicating the work. It already has involved hundreds of thousands of workers, who have to quit when they reach the maximum allowed radiation exposure of 100 millisieverts a year.
The report includes a document describing a worst-case scenario that Kan and the chief of the Japan Atomic Energy Commission secretly discussed two weeks after the disaster.
That scenario involved the possibility of more nuclear fuel rods burning, causing the release of more radiation and requiring the evacuation of a much wider region, including Tokyo.
The report also concludes that government oversight of nuclear plant safety had been inadequate, ignoring the risk of tsunami and the need for plant design renovations, and instead clinging to a "myth of safety."
"The idea of upgrading a plant was taboo," said Koichi Kitazawa, a scholar who heads the commission that prepared the report. "We were just lucky that Japan was able to avoid the worst-case scenario. But there is no guarantee this kind of luck will prevail next time."

Lusskin is the lead plaintiff in a class-action lawsuit filed against the club?s parent company, alleging that Tootsie?s ?surreptitiously obtained? dozens of cell phone numbers from patrons by holding a contest. The winner received a Rolex. Participants just had to fill out a form and include their cell number.
?We allege that they advertised the watch in order to lure people into providing their cell phone numbers,? said attorney Scott Owens, who filed the suit.
Within days, Lusskin said, he started receiving the text ads. Over more than a year, he got more than 280 in all.
?I didn?t win anything, all I did was get freaking hundreds of text messages,? he said. ?I would not have signed if it had told me that I was going to be getting bombarded by text message solicitations from them.?
The lawsuit alleges that what Tootsie?s did violates federal law, specifically the Telephone Consumer Protection Act, which stipulates a $500 fine for every violation.
?With the 280 messages times a hundred people times $500 per message, you?re talking in excess of $10 million for this class action lawsuit,? Owens said.
Tootsie?s refused to comment on the issue. The club?s lawyer told NBC 6 it is company policy never to comment on pending litigation.
His court filings make clear that he does not think the suit has any merit. In them, he writes repeatedly that the defendants deny the allegations.
NBC 6 had no luck trying to bring a camera anywhere near the club, even while standing on public property nearby.
?Uh, you can?t point it at the front door, guys,? said a man in a suit who walked up to NBC 6?s team. He stood in front of the camera to block the shot.

Alibaba to reach out to Yahoo CEO on stalled deal (AP)
HONG KONG ? Alibaba Group and Japan's Softbank will go directly to Yahoo's chief executive, bypassing negotiators from the U.S. Internet company, after talks over the sale of Yahoo's Asian holdings broke down, a person familiar with the negotiations said Wednesday.
The struggling Internet company has been in discussions to sell its stakes in Chinese e-commerce company Alibaba Group Holding Ltd. and Yahoo Japan back to Alibaba and Yahoo Japan shareholder Softbank Corp.
But the person, who declined to be identified because the talks are confidential, said that Softbank and Alibaba will go directly to Yahoo Inc. CEO Scott Thompson for more clarity after talks broke down over the terms. The person said Yahoo's negotiating team seemed to have different ideas from the company's leaders.
"Softbank and Alibaba will be reaching out to Scott Thompson to get clarity on what the heck is going on," said the person, adding that the two Asian companies are still "very much in alignment."
The fate of Yahoo's Asian holdings remains in limbo after negotiations abruptly broke off. It's the latest twist in the drama that has been swirling around Yahoo since it fired Carol Bartz as CEO five months ago.
Yahoo wants to appease shareholders by selling its two most valuable assets ? the stakes in Alibaba and Yahoo Japan ? to raise money for dividends or possible acquisitions. But a complicated deal that would have enabled Yahoo to escape taxes fell apart.
The person said the talks broke down over unreasonable terms but wouldn't specify what that meant, except to say that it wasn't over price.
"The strategic leaders were saying: We want to unlock some value here so we can free up some cash and focus on the core," said the person of Yahoo's top management. "Based on the behavior of the most recent negotiation session (in Hong Kong), it was clear that somebody else had a different idea."
On Tuesday, another person familiar with the matter said negotiations broke off in a disagreement over the sales price and the best way to get the complex deal done. And a third person also familiar with talks said Yahoo had second thoughts after agreeing to a price outlined in late December.
All Things D, a technology blog affiliated with The Wall Street Journal, reported earlier that the talks had collapsed.
Analysts have differed on how much Yahoo could fetch from selling its stakes, with estimates ranging from $11 billion to $18 billion. Yahoo owns about 40 percent of Alibaba.
Adding to turmoil at Yahoo, a major shareholder outlined plans Tuesday to wage a campaign to win a board seat for himself and three of his allies. New York hedge fund manager Daniel Loeb said in a regulatory filing that the company needs more directors with media experience and turnaround know-how.

China VP defends human rights record
WASHINGTON?? China's heir apparent leader defended his county's widely criticized human rights record but acknowledged during his U.S. visit on Tuesday that "there's always room for improvement."
Vice President Xi Jinping said he had candid discussions on the issue at the White House, where he met Tuesday with President Barack Obama and Vice President Joe Biden.
Xi told a luncheon at the State Department that China had made "tremendous" achievements on human rights in the past 30 years.
"Of course there's always room for improvement," he said.
He said China was ready to hold a constructive dialogue on human rights with the U.S. and other countries on the basis of mutual respect.
Biden said the U.S. has been clear on areas in which it believes conditions in China have deteriorated and the plight of several prominent individuals.
Obama earlier pressed Xi over his country's huge trade surpluses with the United States and vowed to keep pressure on China to improve its human rights record.
In White House talks, Obama sought to reassure Xi that Washington welcomed China's "peaceful rise" but made clear that tensions remain in a growing economic and military rivalry between the two countries.
Xi's White House visit was the centerpiece of a U.S. trip that may help the Chinese vice president boost his international standing and show he is capable of steering his country's crucial relationship with Washington for the next decade.
Obama sought to balance his desire to make a good start with Xi with the political need to look firm with Beijing in an election year when American voters' anti-China sentiment is running high.
"We have tried to emphasize that because of China's ... extraordinary development over the last two decades, that with expanding power and prosperity also comes increased responsibilities," Obama said as he sat with Xi in the Oval Office.

"We want to work with China to make sure that everybody is working by the same rules of the road when it comes to the world economic system, and that includes ensuring that there is a balanced trade flow between not only the United States and China, but around the world," he said.
Xi, who is in line to assume the presidency in March 2013, said he looked forward to building a "cooperative partnership based on mutual respect and mutual interests." He did not address Obama's veiled criticism of Beijing's policies.

The two leaders smiled and nodded as the other spoke and shook hands during an appearance before reporters.
Xi's visit comes as ties between Beijing and Washington -- the world's two biggest economies -- have been buffeted by strains over trade, currency, human rights and military intentions.
"On critical issues like human rights we will continue to emphasize what we believe is the importance of recognizing the aspirations and rights of all people," Obama said. Chinese leaders traditionally bristle at U.S. rights criticism as meddling in their internal affairs.
Outside the White House gates, about 200 anti-Beijing protesters marched and chanted slogans against China's crackdown in Tibet - an issue that U.S. officials said would figure in the talks with Xi.
At the State Department lunch, Biden noted that human rights would remain a fundamental aspect of U.S. foreign policy and said the United States was ready to compete economically with China but wanted a level playing field.
"The U.S. and China will not always see eye to eye," Biden said, according to NBC News. "It is a sign of the strength of our relationship that we can be candid about our differences as we have been."
"We saw this in the recent U.N. Security Council debate about Syria, where we strongly disagreed with China and Russia's veto of a resolution against the unconscionable violence being perpetrated by the Assad regime," Biden said.
