Mexican state nabs 2 for tweeting violence rumors

VERACRUZ, Mexico?? Two men were detained for allegedly tweeting rumors of purported shootouts and other drug violence Thursday, and authorities said they planned to file terrorism charges against the pair.

The rumors of attacks by the Zetas drug cartel prompted parents to rush to schools looking for their children in the state's biggest city, also known as Veracruz, and in the neighboring city of Boca del Rio. The panic snarled streets with chaotic traffic.

The tweets warned of attacks on banks and schools, adding the threat: "For each Zeta killed a child will die."

The action echoes what happened in Britain's recent riots, with officials there looking into the role that social networks played in enabling flash mobs and looting to be coordinated.

Attorney General Reynaldo Escobar Perez said the two men were being questioned to determine if more people were behind the messages.

Escobar said that if found guilty, the two men would face three to nine years in prison. He said the men were under the influence of drugs and alcohol when they were detained.

Veracruz state law defines terrorism as "any person using explosives, toxic substances, firearms, fire, flood or any other means to carry out attacks on persons, things or public services, in such a way that creates alarm, fear or terror in the public or any sector of it, so as to disturb the public peace or disparage the authority of the government or pressure it."

Veracruz is one of several states in eastern Mexico where the Gulf and Zetas drug cartels are fighting for control.

The attorney general urged people not to let themselves be panicked by rumors.

"I beg that (citizens) also listen to the government, which is responsible for the tranquility of the people of Veracruz," Escobar said. "We all have to weigh the information and not just trust it."

TRIPOLI, Libya (AP) ? Libyan rebels are fighting for control of a key lifeline for supplies into Tripoli after seizing control of a strategic border crossing with Tunisia from Moammar Gadhafi's forces.

The coastal road between the Ras Ajdir crossing and Tripoli is an important supply line at a time of growing shortages of fuel and food in Libya.

Rebels fighting a 6-month-long civil war to oust Gadhafi have gained control over most of the country but still face fierce resistance in Gadhafi strongholds in an area near the western city of Zwara and to the east of the capital.

Rebel fighters and Information Minister Mahmoud Shammam said Saturday that they control the crossing but regime loyalists are firing rockets at the coastal road.

TRIPOLI (AP) ? Libyan rebels claimed victory over a suburb near Tripoli's airport Saturday after an overnight battle as the opposition moves to solidify its hold on the capital while fighting Moammar Gadhafi loyalists in other parts of the country.

Residents of Qasr bin Ghashir, about 20 miles (30 kilometers) south of the capital, celebrated by firing guns and anti-aircraft weapons into the air and beating portraits of the toppled leader with their shoes. Regime troops had been shelling the airport from the area.

"You can say that bin Ghashir has been liberated from Gadhafi soldiers," said Omar al-Ghuzayl, a 45-year-old rebel field commander now in charge of forces at Tripoli's airport. "We've been able to push them completely outside Tripoli."

The celebration reflected the rebels' optimism after days of fierce fighting in the capital, which now appears to be largely under rebel control.

Gadhafi's whereabouts remain unknown. NATO and rebel fighters are focusing on his hometown of Sirte, his last major bastion of support.

But while fighting has died down, much of the capital remained without electricity and water. Streets are strewn with torched cars and stinking garbage. Corpses crowd abandoned hospitals. Stores are closed. Bombed planes sit on the Tripoli's airport runway.

"We have a huge shortage of gas," Tripoli resident Osama Shallouf said.

The shortages have made it difficult to bake the traditional pastries and buy new clothes to prepare for next week's Eid al-Fitr, the holiday that caps the Muslim fasting month of Ramadan.

"People will start celebrating when Gadhafi is caught," he said. "That will be our Eid."

Rebel leaders said Friday they'll establish a new interim government in the capital within 30 days, moving their headquarters from the eastern city of Benghazi, which fell into opposition hands early in the six-month civil war.

Mahmoud Jibril, the head of Libya's rebel National Transitional Council, said Friday the interim government needs about $5 billion in frozen assets to pay state salaries and maintain essential services, including the army and police force.

A British official, who would only discuss the details on condition of anonymity, said Friday that his government hopes to release about 1 billion pounds worth ($1.6 billion) of Libyan dinars printed in the U.K. to help the rebels. In March, Britain blocked the export of the bank notes, manufactured by a British currency printer.

The United States won approval on Thursday to release $1.5 billion in frozen Libyan assets held in American banks. And U.N. diplomats are working on lifting a freeze on tens of billions of dollars for Libya.

The rebels' information minister, Mahmoud Shammam, has said some who worked in the Gadhafi regime, but were sympathetic to the rebels, will be welcome in the interim government, which could make the transition smoother.

"The only people we are going to exclude are the people who killed others and stole money," Shammam said.

Healing rifts won't be easy.

In the parking lot of an abandoned, bombed out fire station in Tripoli, Associated Press reporters saw rebels guarding four injured men they said were Gadhafi loyalists. Eventually, a rebel agreed to take as many wounded as he could fit in his pickup truck to a hospital, but was stopped repeatedly at checkpoints, where some kicked the prisoners, spat on them and tried to stop their transfer to the hospital.

Mohammed al-Egely, the rebels' justice minister, said he has visited detained Gadhafi fighters and that they were being treated according to international humanitarian law. He said the rebels are doing the best they can under the circumstances.

"We are in a state of war ," he said. "Do you expect the fighters to bring them (prisoners) flowers? They are all fighting ? and so there will be victims from each side."

International organizations have expressed concern about treatment of detainees on both sides.

Worry more about Irene's water than storm's wind (AP)

WASHINGTON ? Forget the wind and fury. Hurricane Irene's most worrisome weapon is water.

There's just way too much of it: storm surge pushing seawater ashore and heavy rainfall causing flooding. That's not unusual with hurricanes, but with Irene there are a couple of added factors that are making meteorologists nervous.

This massive, slow-moving hurricane is forecast to soak an already drenched Northeast and may come ashore at a time when tides are unusually high, making storm surge even worse ? 4 to 11 feet with waves on top, forecasters say.

"Water is the No. 1 killer," retired National Hurricane Center Director Max Mayfield said Friday afternoon. "That's going to cause the greatest loss of life."

Many deaths can be avoided if people leave the coast and don't drive into flooded areas, he said.

MIT meteorology professor Kerry Emanuel said the flooding from Irene could be worse than the 1938 New England hurricane that killed 564 people.

"I think everybody is confident, unfortunately, that this is going to be a bad event from freshwater flooding," he said.

Forecasters predict Irene will dump 6 to 10 inches of rain in a swath from North Carolina to New England with some areas getting as much as 15 inches of rain. That's partly because the storm is unusually large and is moving fairly slowly ? around 15 mph ? allowing it to dump more rain over large areas.

"And all of this rain will come in a short period of time, and that could lead to life-threatening flash floods," National Hurricane Center meteorologist John Cangialosi said Friday.

Much of the area on Irene's projected track from Baltimore to New England is already soaked from higher than normal rainfall in the past month. Philadelphia has already had about 13 inches this month, which Cangialosi called "extraordinary."

When a hurricane comes ashore, it brings with it steadily rising seawater, called storm surge. With waves and wind, it pushes inland along rivers, bays and sounds in addition to the beachfront.

National Weather Service storm surge models ? using a computer program called SLOSH ? show Irene could bring about 4 feet of water into New York City's Battery Park at the tip of Manhattan, Emanuel said. The forecast has Irene heading east of New York; it could be far worse if Irene hits just west of the city, he said.

In some places, the storm surge projections are higher. Water levels may rise as much as 6 to 11 feet on North Carolina's Outer Banks, Cangialosi said.

As Irene makes its way up the coast from the mid-Atlantic to the New Jersey shore, the best projections suggest Irene's center will stay just to the east offshore, he said. So the surge may be slightly lower there, about 4 to 8 feet in the southern Chesapeake Bay area and 3 to 6 feet along the Jersey shore.

But there's another added problem with storm surge: The tides.

Twice a month, tides are higher than normal because the gravitational pull of the moon and sun occur at the same time. That's happening with the new moon on Monday. That means about half a foot difference in low and high tides Sunday, said Stephen Gill, a scientist with the National Oceanic and Atmospheric Administration.

"It's going to be bad no matter what and it's going to be worse if it hits at high tide," Gill said

And that's not all. An experimental science program shows Irene's unusual size means it would produce much more of a storm surge punch than a hurricane with the same wind speeds, said NOAA atmospheric scientist Mark Powell.
