Federal judge blocks Ala. illegal immigration law (AP)

BIRMINGHAM, Ala. ? A federal judge temporarily blocked enforcement of Alabama's new law cracking down on illegal immigration, ruling Monday that she needed more time to decide whether the law opposed by the Obama administration, church leaders and immigrant-rights groups is constitutional.

The brief order by U.S. District Judge Sharon L. Blackburn means the law ? which opponents and supporters alike have called the toughest in the nation ? won't take effect as scheduled on Thursday. The ruling was cheered both by Republican leaders who were pleased the judge didn't gut the law and by opponents who compare it to old Jim Crow-era statutes against racial integration.

Blackburn didn't address whether the law is constitutional, and she could still let all or parts of the law take effect later. Instead, she said she needed more time to consider lawsuits filed by the Justice Department, private groups and individuals that claim the state is overstepping its bounds.

The judge said she will issue a longer ruling by Sept. 28, and her temporary order will remain in effect until the day after. She heard arguments from the Justice Department and others during a daylong hearing last week.

Similar laws have been passed in Arizona, Utah, Indiana and Georgia. Federal judges already have blocked all or parts of the laws in those states.

Among other things, the law would require schools to verify the citizenship status of students, but it wouldn't prevent illegal immigrants from attending public schools.

The law also would make it a crime to knowingly assist an illegal immigrant by providing them a ride, a job, a place to live or most anything else ? a section that church leaders fear would hamper public assistance ministries. It also would allow police to jail suspected illegal immigrants during traffic stops.

Finding a way to curtail public spending that benefits illegal immigrants has been a pet project of Alabama conservatives for years. Census figures released earlier this year show the state's Hispanic population more than doubled over a decade to 185,602 last year, and supporters of the law contend many of them are in the country illegally.

Isabel Rubio, executive director of the Hispanic Interest Coalition of Alabama, which is among the groups that sued over the law, hopes Blackburn will block it entirely but was happy with the temporary reprieve.

"We are pleased that Judge Blackburn is taking more time to study the case," she said.

Republican Gov. Robert Bentley said he would continue to defend the law, and GOP leaders in the House and Senate praised Blackburn ? a Republican appointee ? for taking time to fully consider the law.

"We must remember that today's ruling is simply the first round in what promises to be a long judicial fight over Alabama's right to protect its borders," said House Majority Leader Micky Hammon of Decatur. "To put it in sports terms, it is the first half-inning of the first game of a seven-game World Series."

While the Obama administration contends the state law conflicts with federal immigration law, state Sen. Scott Beason, R-Gardendale, contends the federal government isn't doing its job enforcing immigration laws. Beason said that he spent years researching immigration law to help write the 70-plus page law, and that it's unrealistic to expect a judge to go through it all in a few days.

"You just can't do that," he said.

Mexican state nabs 2 for tweeting violence rumors

VERACRUZ, Mexico?? Two men were detained for allegedly tweeting rumors of purported shootouts and other drug violence Thursday, and authorities said they planned to file terrorism charges against the pair.

The rumors of attacks by the Zetas drug cartel prompted parents to rush to schools looking for their children in the state's biggest city, also known as Veracruz, and in the neighboring city of Boca del Rio. The panic snarled streets with chaotic traffic.

The tweets warned of attacks on banks and schools, adding the threat: "For each Zeta killed a child will die."

The action echoes what happened in Britain's recent riots, with officials there looking into the role that social networks played in enabling flash mobs and looting to be coordinated.

Attorney General Reynaldo Escobar Perez said the two men were being questioned to determine if more people were behind the messages.

Escobar said that if found guilty, the two men would face three to nine years in prison. He said the men were under the influence of drugs and alcohol when they were detained.

Veracruz state law defines terrorism as "any person using explosives, toxic substances, firearms, fire, flood or any other means to carry out attacks on persons, things or public services, in such a way that creates alarm, fear or terror in the public or any sector of it, so as to disturb the public peace or disparage the authority of the government or pressure it."

Veracruz is one of several states in eastern Mexico where the Gulf and Zetas drug cartels are fighting for control.

The attorney general urged people not to let themselves be panicked by rumors.

"I beg that (citizens) also listen to the government, which is responsible for the tranquility of the people of Veracruz," Escobar said. "We all have to weigh the information and not just trust it."

TRIPOLI, Libya (AP) ? Libyan rebels are fighting for control of a key lifeline for supplies into Tripoli after seizing control of a strategic border crossing with Tunisia from Moammar Gadhafi's forces.

The coastal road between the Ras Ajdir crossing and Tripoli is an important supply line at a time of growing shortages of fuel and food in Libya.

Rebels fighting a 6-month-long civil war to oust Gadhafi have gained control over most of the country but still face fierce resistance in Gadhafi strongholds in an area near the western city of Zwara and to the east of the capital.

Rebel fighters and Information Minister Mahmoud Shammam said Saturday that they control the crossing but regime loyalists are firing rockets at the coastal road.

TRIPOLI (AP) ? Libyan rebels claimed victory over a suburb near Tripoli's airport Saturday after an overnight battle as the opposition moves to solidify its hold on the capital while fighting Moammar Gadhafi loyalists in other parts of the country.

Residents of Qasr bin Ghashir, about 20 miles (30 kilometers) south of the capital, celebrated by firing guns and anti-aircraft weapons into the air and beating portraits of the toppled leader with their shoes. Regime troops had been shelling the airport from the area.

"You can say that bin Ghashir has been liberated from Gadhafi soldiers," said Omar al-Ghuzayl, a 45-year-old rebel field commander now in charge of forces at Tripoli's airport. "We've been able to push them completely outside Tripoli."

The celebration reflected the rebels' optimism after days of fierce fighting in the capital, which now appears to be largely under rebel control.

Gadhafi's whereabouts remain unknown. NATO and rebel fighters are focusing on his hometown of Sirte, his last major bastion of support.

But while fighting has died down, much of the capital remained without electricity and water. Streets are strewn with torched cars and stinking garbage. Corpses crowd abandoned hospitals. Stores are closed. Bombed planes sit on the Tripoli's airport runway.

"We have a huge shortage of gas," Tripoli resident Osama Shallouf said.

The shortages have made it difficult to bake the traditional pastries and buy new clothes to prepare for next week's Eid al-Fitr, the holiday that caps the Muslim fasting month of Ramadan.

"People will start celebrating when Gadhafi is caught," he said. "That will be our Eid."

Rebel leaders said Friday they'll establish a new interim government in the capital within 30 days, moving their headquarters from the eastern city of Benghazi, which fell into opposition hands early in the six-month civil war.

Mahmoud Jibril, the head of Libya's rebel National Transitional Council, said Friday the interim government needs about $5 billion in frozen assets to pay state salaries and maintain essential services, including the army and police force.

A British official, who would only discuss the details on condition of anonymity, said Friday that his government hopes to release about 1 billion pounds worth ($1.6 billion) of Libyan dinars printed in the U.K. to help the rebels. In March, Britain blocked the export of the bank notes, manufactured by a British currency printer.

The United States won approval on Thursday to release $1.5 billion in frozen Libyan assets held in American banks. And U.N. diplomats are working on lifting a freeze on tens of billions of dollars for Libya.

The rebels' information minister, Mahmoud Shammam, has said some who worked in the Gadhafi regime, but were sympathetic to the rebels, will be welcome in the interim government, which could make the transition smoother.

"The only people we are going to exclude are the people who killed others and stole money," Shammam said.

Healing rifts won't be easy.

In the parking lot of an abandoned, bombed out fire station in Tripoli, Associated Press reporters saw rebels guarding four injured men they said were Gadhafi loyalists. Eventually, a rebel agreed to take as many wounded as he could fit in his pickup truck to a hospital, but was stopped repeatedly at checkpoints, where some kicked the prisoners, spat on them and tried to stop their transfer to the hospital.

Mohammed al-Egely, the rebels' justice minister, said he has visited detained Gadhafi fighters and that they were being treated according to international humanitarian law. He said the rebels are doing the best they can under the circumstances.

"We are in a state of war ," he said. "Do you expect the fighters to bring them (prisoners) flowers? They are all fighting ? and so there will be victims from each side."

International organizations have expressed concern about treatment of detainees on both sides.

Worry more about Irene's water than storm's wind (AP)

WASHINGTON ? Forget the wind and fury. Hurricane Irene's most worrisome weapon is water.

There's just way too much of it: storm surge pushing seawater ashore and heavy rainfall causing flooding. That's not unusual with hurricanes, but with Irene there are a couple of added factors that are making meteorologists nervous.

This massive, slow-moving hurricane is forecast to soak an already drenched Northeast and may come ashore at a time when tides are unusually high, making storm surge even worse ? 4 to 11 feet with waves on top, forecasters say.

"Water is the No. 1 killer," retired National Hurricane Center Director Max Mayfield said Friday afternoon. "That's going to cause the greatest loss of life."

Many deaths can be avoided if people leave the coast and don't drive into flooded areas, he said.

MIT meteorology professor Kerry Emanuel said the flooding from Irene could be worse than the 1938 New England hurricane that killed 564 people.

"I think everybody is confident, unfortunately, that this is going to be a bad event from freshwater flooding," he said.

Forecasters predict Irene will dump 6 to 10 inches of rain in a swath from North Carolina to New England with some areas getting as much as 15 inches of rain. That's partly because the storm is unusually large and is moving fairly slowly ? around 15 mph ? allowing it to dump more rain over large areas.

"And all of this rain will come in a short period of time, and that could lead to life-threatening flash floods," National Hurricane Center meteorologist John Cangialosi said Friday.

Much of the area on Irene's projected track from Baltimore to New England is already soaked from higher than normal rainfall in the past month. Philadelphia has already had about 13 inches this month, which Cangialosi called "extraordinary."

When a hurricane comes ashore, it brings with it steadily rising seawater, called storm surge. With waves and wind, it pushes inland along rivers, bays and sounds in addition to the beachfront.

National Weather Service storm surge models ? using a computer program called SLOSH ? show Irene could bring about 4 feet of water into New York City's Battery Park at the tip of Manhattan, Emanuel said. The forecast has Irene heading east of New York; it could be far worse if Irene hits just west of the city, he said.

In some places, the storm surge projections are higher. Water levels may rise as much as 6 to 11 feet on North Carolina's Outer Banks, Cangialosi said.

As Irene makes its way up the coast from the mid-Atlantic to the New Jersey shore, the best projections suggest Irene's center will stay just to the east offshore, he said. So the surge may be slightly lower there, about 4 to 8 feet in the southern Chesapeake Bay area and 3 to 6 feet along the Jersey shore.

But there's another added problem with storm surge: The tides.

Twice a month, tides are higher than normal because the gravitational pull of the moon and sun occur at the same time. That's happening with the new moon on Monday. That means about half a foot difference in low and high tides Sunday, said Stephen Gill, a scientist with the National Oceanic and Atmospheric Administration.

"It's going to be bad no matter what and it's going to be worse if it hits at high tide," Gill said

And that's not all. An experimental science program shows Irene's unusual size means it would produce much more of a storm surge punch than a hurricane with the same wind speeds, said NOAA atmospheric scientist Mark Powell.

Insightful 7-year-old moves cube to snag fruity treat

Elephants may not be such dumbos after all when it comes to solving problems by sudden insight.

A 7-year-old Asian elephant apparently had just such an ?aha!? moment when he moved a cube to use as a step stool to reach dangling fruit, scientists report online August 18 in PLoS ONE.

Although it?s impossible to know what?s in an animal?s mind, this episode is the first demonstration of insightful problem solving in an elephant, proposes comparative psychologist and study coauthor Preston Foerder of the City University of New York.

Elephants do have some smarts, including excellent long-term memory and skill with tools. But the pachyderms haven?t done well on tests of a particular type of problem solving: getting a sudden flash of insight instead of finding solutions through trial and error.

Similar experiments have revealed possible insightful problem solving in such animals as chimps, orangutans, gibbons, baboons, parrots and members of the crow family, Foerder says. Elephants clearly solve problems in the wild, such as using fallen trees as bridges to safely cross electric fences protecting farmers? crops. However, Foerder laments, ?If you?re not there for the first time they do it, you don?t know if it was insight.? An elephant might have figured out the trick by trial and error or by watching other animals do it.

Foerder?s own tests for insight started with trials and errors. He worked with three Asian elephants at the Smithsonian National Zoological Park in Washington, D.C. At first he offered fruit pieces on trays outside the bars of their enclosures. Elephants strained mightily to reach far-flung fruit trays but didn?t try to pull the food in with sticks provided by the scientists.

The elephants did pick up the sticks. ?They would beat the wall; they would beat the floor; they would beat their toys,? Foerder says. They used them to scratch their backs. One elephant even angled the stick through cage bars as if trying to pry them apart. But reaching for the fruit ? nope.

Then Foerder moved the test outdoors and suspended the fruit as if it were hanging from a tree. He added things for the animals to stand on, thinking that perhaps elephants wouldn?t be inclined to grasp food with a stick if it impaired their ability to sniff with their trunk. ?That was my ?aha? moment,? Foerder says.

After six sessions of failing to reach the fruit, the youngest elephant, Kandula, went over to a cube left in his cage for him to play with and repositioned it to use it as a step up to the fruit. He?d been observed standing on objects before, but not moving them to improve his reach. He also expanded on this discovery, standing on a tire or a plastic ball. And he moved the cube to another part of the compound to reach mouthfuls of flowers on a tree overhanging the fence.

His mother, age 33 at the time of test, and their 61-year-old unrelated female neighbor never figured out how to reach the fruit.Earlier tests for elephant insight may not have had the right elephant-friendly choices at hand to detect insight, Foerder and his colleagues suggest.

If elephants can solve problems by insight, then maybe their brains are better at integrating information than they?ve been given credit for, says study coauthor Diana Reiss of Hunter College in New York. Elephants have been called savantlike, in recognition of their superb memories but lackluster performance in some other human-designed cognitive challenges.

The new demonstration of insight isn?t enough to change the basic view of savantlike elephant brains for Benjamin Hart of University of California, Davis School of Veterinary Medicine, who has studied elephant behavior. He argues that the brain structure itself favors elephant-type memory and social empathy instead of more integrative processes.

The whole idea of trying to discern complex insight from watching behavior disturbs Sara Shettleworth of the University of Toronto, who studies animal cognition. ?Even people who study human problem solving do not agree there is a special mechanism of insight,? she says. ?Humans and other animals may all be using simpler processes.?

Pat Curran talks about Bellator, gameplanning and that KO

CRYSTAL LAKE, Illinois -- Pat Curran, Bellator's new featherweight tournament winner, was back at Curran Martial Arts for the first time since knocking out Marlon Sandro on Saturday night. The gym built by his cousin Jeff was now Pat's home, too, and the several congratulations he received over the course of our interview showed just how happy Curran Martial Arts was to have Pat on the roster.

Now, Curran credits the preparation he did with Curran Martial Arts as the reason that he has won two straight Bellator tournaments. The difference for him in the featherweight tournament, in which he submitted Luis Palomino, and won by decision over Ronnie Mann before knocking out Sandro, was film study and game planning.

Curran knew Sandro's weaknesses before Saturday night, and envisioned a knockout win.

"When he gets in exchanges, he starts going really wild. His chin is up in the air. I saw myself connecting with an overhand right, and knocking him out that way, but I also saw the head kick, too. That's exactly what happened. As he was bobbing and weaving, his hands were down and he ducked right into my kick. I saw that in the footage, but I give credit to my corners, too, because they gave me good advice," Curran said.

He knew from the moment the kick landed that the fight was going to be over soon.

"I felt it right on my shin. He dropped, and I rushed over him in. I didn't want him getting back up, so that's why I rushed over with those quick little shots."

That gave Curran his second tournament win with Bellator. He won their lightweight tournament, only to drop a five-round decision to champion Eddie Alvarez. Curran says that losing to Alvarez helped him rattle off three straight wins after that.

"I lost the fight, but I walked away with a lot of knowledge. I saw that I needed to mix up my gameplan instead of focusing on just one goal. I mixed up my gameplan, started to throw more takedowns in, throwing more kicks, start showing off my ground skills."

He also dropped down to featherweight after the loss. Curran says that though the weight cut was the toughest part of the tournament, he is much more confident fighting at 145 lbs. than he was at 155 lbs.

"I didn't have much confidence going through the 155 tournament. Nobody thought I was going to win. I was a filler fight. I ended up winning the whole tournament. I went up against Eddie Alvarez, and he was still favored to win the whole thing. I trained my ass off for that fight, and it still was a confidence booster. I stood with one of the best lightweights in the world, one of the best strikers in the world, and he didn't knock me out, and I was able to land my shots as well. Now I'm dropping down to the weight class that I originally wanted to fight at, and I was a tournament favorite. I had a lot of momentum and a lot of confidence going into it."

Those wins have catapulted Curran into the top-10 among featherweights. MMA Weekly's latest rankings put him eighth in the world.

"It is really cool to see myself in the top-10 or top-5, but I look at all the fighters in the top 5 and I see myself beating them any day. I see myself belonging with the high quality guys."

But just who he'll fight next, and when that fight will happen is a question mark. Joe Warren is Bellator's featherweight champ, and winning the featherweight tournament means that Curran should have a shot at him. However, Patricio Freire won the last FW tourney, but hasn't been able to fight Warren yet because of an injury. Also, Warren is entered into Bellator's bantamweight tournament, so Curran will have to wait and see.

In the meantime, he has no problem taking time off as he has already fought four times in 2011.

"I'm looking forward to a little time off. I had the Alvarez fight, and then I went right into the featherweight tournament. I really didn't get much of a break. I want to take a little time off and improve on my skills, and do some grappling tournaments."

He'll also help his cousin Jeff and teammate Bart Palaszewski get ready for their bouts at UFC 137. Though he'll be in Las Vegas to support them in the UFC, Curran doesn't have any questions about which promotion is right for him.

"The UFC was always a goal, but Bellator has been so good to me/ I'm making good money, I love Bjorn (Rebney, the Bellator CEO). He's treating me really well. Everyone over there is treating me well, and I see myself staying with them as long as they're around. They're a great organization."

INDIANAPOLIS (AP) ? A cheerleading coach from Ohio has died from head injuries she suffered when a powerful storm toppled a stage at the Indiana State Fair, making her the seventh person to die in the tragedy, the coroner's office said.

The family of Meagan Toothman, 24, had planned to donate her organs. A statement from the Marion County coroner's office confirming Toothman's death Monday night did not mention if that had happened. The Associated Press left messages with the coroner's office and police.

Toothman's family had said in a Web journal entry that organ donation would "provide gifts of sight, health, and life to dozens who are in need." Doctors put Toothman into a coma Aug. 15 to try to ease the bruising and swelling on her brain.

"Late last night it became apparent that our Meagan was no longer with us," the family wrote Monday. "The decision was made to allow to her to be at peace."

Toothman had been the head cheerleading coach at Turpin High School in Cincinnati.

"The outpouring of love and hope ... was an inspiration to all of us to keep her fighting," her family said. "We hope that she will continue to touch more lives in the same way through her passing."

Roeland Polet said his wife, Jill Polet, and their older daughter, Jaymie, had attended the concert with Toothman, and that both suffered multiple fractures when the stage collapsed. Jaymie was a cheerleader at Turpin High School and had planned to try out for cheerleader at Indiana University, where she is enrolled to start this fall.

"It's horrible. It is devastating for my family. For my daughter, she was like a big sister. They were extremely close," Polet said.

Polet said IU officials came to the hospital Sunday with T-shirts and banners for Jaymie.

Strong winds toppled a stage onto a crowd of fans Aug. 13 as they waited for country band Sugarland to perform. Three fans and a security guard died at the scene, while a fourth fan and a stagehand later died of their injuries. Some four dozen people were hurt, many seriously.

It was not known Monday how many of those injured in the stage collapse remained hospitalized. State police stopped providing updates on the injured last week and hospitals have not provided reports on the condition of those injured.

Greek Bias Against Gays Compounds Debt Crisis Hitting Tourism

Aug. 23 (Bloomberg) ? Debt-ravaged Greece?s biggest industry is missing income from a group of visitors that spends more than $140 billion a year.

Gay and lesbian tourists, who for decades flocked to the islands of Mykonos and Lesbos, have removed Greece from their list of top destinations because of discrimination, according to surveys by Amsterdam-based OutNow Consulting. The government says it intends to boost tourism and will change the law so Greece follows France and the U.K. in recognizing same-sex partnerships.

?Rights do not cost much in terms of finances, but they do a lot to promote the countries that adopt them,? said Martin Christensen, co-chairman of ILGA-Europe, a Brussels-based rights group. ?If Greece opens marriage to same-sex couples, the international media will for once give the country good press that would boost morale and can increase revenue.?

Tourism accounts for one in five jobs and about 16 percent of the Greek economy, which the European Commission forecasts will shrink 3.8 percent this year after a 4.4 percent contraction in 2010. Finance Minister Evangelos Venizelos said on Aug. 3 that spending by vacationers will be a main driver of Greece?s return to prosperity.

Spending by non-residents in Greece increased 12.6 percent in the first half of the year compared with the first six months of 2010, the Bank of Greece said Aug. 18. Greece?s debt pile stood at about 43 percent more than the size of the economy.

?given their propensity to spend a higher share of their wallet on travel and entertainment, then a Greek strategy to appeal to gay visitors is sensible and perhaps timely,? said Bob Witeck, who runs Witeck-Combs Communications, a Washington- based firm advising clients on marketing to gay households.

while the Greek Orthodox church opposes gay marriage, the Justice, Transparency and Human Rights Ministry established in July last year a committee to examine changing existing family law to recognize same-sex civil partnerships.

The group?s report is being studied now and the government aims to introduce legislation allowing the registration of gay relationships, a ministry official said by telephone on Aug. 19, speaking on condition of anonymity in keeping with policy.

The value of the international gay and lesbian travel market in 2010, based on a survey of 18 countries, was $142 billion, according to the OutNow Global LGBT2020 Study of lesbian, gay, bisexual and transgender travelers.

Greece failed to make the list of the top 10 countries where gay travelers were interested in taking a holiday in the next three years, according to the survey. Athens didn?t appear among the top 20 city destinations.

The U.S., where the District of Columbia and six states, including New York since June, allow same-sex marriage and France, which permits civil unions, and Spain, where gay couples also can marry, were the top three countries. New York, Sydney and Rio de Janeiro, with gay pride events attended by more than 4 million spectators, were the top three cities.

Changing the law to recognize gay and lesbian couples might attract more gay visitors to Greece compared with places such as Turkey, which also doesn?t recognize non-heterosexual relationships, said Gregory Vallianatos, chairman of Greek Helsinki Monitor, the Greek national committee of the International Helsinki Federation for Human Rights.

?Allowing same-sex civil partnership in Greece would set the country way above other countries in the Balkans and eastern Mediterranean and would certainly boost gay tourist numbers,? Vallianatos said from his Athens office.

The Supreme Court in the Himalayan country decriminalized homosexuality in 2007, called for the introduction of equal rights for gay and lesbians and asked for the creation of a commission to study same-sex marriages.

?Nepal can earn good income from gay and lesbian visitors as they spend more and travel more frequently than their straight counterparts,? said lawmaker Sunil Babu Pant, who also heads Nepal?s Blue Diamond Society gay rights group. ?Gays are also willing to support those countries that are gay-friendly.?

Greece?s Ministry of Tourism and Culture for the first time advertised the Athens Gay Pride this year. The ministry, which didn?t subsidize any of the events, included the ?Athens Rainbow Week?? in its highlights on the web site of the Greek National Tourism Office.

OutNow research based on actual spending shows that in 2006, the first full year of civil partnerships in the U.K., the economy was boosted by 130 million pounds ($212.9 million) from spending on rings, receptions and honeymoons.

It represents ?a large and growing pool of new consumer spending which economies such as Greece would do well to position for,? said Ian Johnson, who runs OutNow, which works with the German National Tourism Office, Switzerland Tourism, Madrid Tourism and the Stockholm Visitors Board.

about 75 percent of gay travelers will seek a hotel that welcomes same-sex couples, according to Hannah Burden, spokeswoman for the Thomson, Thomson Cruises and first choice holiday brands of Tui Travel Plc, the U.K. majority-owned unit of Germany-based Tui AG and Europe?s largest tour operator.

Thomson last year started marketing vacations for gay and lesbian travelers, including wedding packages to the Spanish island of Ibiza. The company uses the GayComfort Certified accreditation system, developed by OutNow and endorsed by the International Gay and Lesbian Travel Association.

?there is definitely a segment in the gay community that spends their vacation money on destinations that are supportive of the community,? said John Tanzella, CEO of the Fort Lauderdale, Florida-based association. Greece ?could absolutely increase its revenues,? he said.
